Characterization of public extended enterprises: A conceptual framework

Abstract

The challenges confronting public extended enterprises are increasing; both complexity and resource limitations necessitate new, more effective organizational constructs. As a path to better public extended enterprise design and operation, this research proposes a new framework to characterize public extended enterprises. A set of classifiers are developed to describe public extended enterprises, with each classifier elaborated through a number of categories (or dimensions) to assist in differentiating (or typing) the public extended enterprise. This framework is applied to a short case study on the Flint Michigan water crisis. A strong classification framework is the first step in understanding the public extended enterprise and assessing improved mechanisms for their operation.
