Abstract
Attention is given to the responses of three groups to the Strategic Defense Initiative (SDI). These groups, whose perceptions are considered critical to the success of the SDI, are the US Congress, the allies of the US, and the Soviet leadership. The way in which the fate of the ABM treaty has affected the debate is outlined. The views of various experts on the eventual Soviet response are summarized.
