    Abstract

Critical infrastructures, vital to the economic and societal well being of a country, require the implementation of protection strategies that are able to guarantee that the service they provide performs efficiently under different threats. Such strategies must be based on the ability that defensive measures have on reducing the effects of damage. The infrastructure defender can anticipate possible attack scenarios and provide a protective approach that best allows the proper functioning system- for example those protection strategies that minimize the network damage at minimum cost. This paper presents a bi-objective optimization model and a solution algorithm, based on an evolutionary approach, to provide a set of Pareto optimal solutions that allow the defender to select the best defense strategy as a function of defense resources against a set of possible attacks.
