NextGen: Enterprise Transformation of the United States Air Transport Network

    Abstract

    ATN in the United States is an important enabler for the US economy. This document highlights the complexity in the US ATN, dynamics of interactions in the network, regulatory and commercial players’ challenges and interests, and technical constraints of this broad network. Moreover, the role of FAA NextGen as a complex enterprise, which aims to revolutionize the US air transportation network, is studied. This study highlights the requirement for a comprehensive governance framework for enterprise transformation and proposes a three-layered framework that includes authority layer, organizational layer, and physical layer to facilitate a theoretical understanding of this complex enterprise.
