Real-time Market-to-Market Oscillation Management

Abstract

Midcontinent Independent System Operator (MISO) and its neighboring RTOs implemented the coordinated market-to-market (M2M) congestion management process, by exchanging congestion and shadow price information to achieve co-operatively economic dispatch between two regional transmission operators (RTO). The allocation of congestion relief quantities on the two sides is managed by the monitoring RTO. That is, the monitoring RTO calculates the congestion relief request and sends it to the non-monitoring side. The M2M process aims to improve congestion management and price convergence between RTOs, but the M2M oscillation may occur under certain circumstances. Such an M2M oscillation may hamper the system reliability and increase congestion management costs. This paper identifies the root cause of M2M oscillation and proposes three enhancements in M2M relief request calculation to address this issue. The effectiveness of the proposed enhancements is validated on an M2M simulation tool developed by MISO.
